Norman L. Epstein was born on April 9, 1933, in Los Angeles, California. He has had a long and distinguished career in the legal field, serving in various judicial roles.

In terms of education, Epstein completed his Bachelor of Arts degree at the University of California, Los Angeles in 1955. He then went on to earn his Juris Doctor degree from the same institution in 1958. He was admitted to the State Bar in 1959.

Epstein's judicial experience is extensive. He served as the Presiding Justice for the California Court of Appeal, Second Appellate District, Division 4 from October 5, 2004, to August 22, 2018. He was appointed to this position by Governor Arnold Schwarzenegger. Prior to this, he was an Associate Justice for the same court from April 12, 1990, to October 5, 2004, appointed by Governor George Deukmejian.

Before his time in the Court of Appeal, Epstein served as a Judge for the Los Angeles Superior Court from 1980 to 1990, appointed by Governor Jerry Brown, Jr. He also served as a Judge for the Los Angeles Municipal Court from 1975 to 1980, appointed by Governor Ronald Reagan.

In addition to his judicial roles, Epstein has also worked in other professional capacities. From 1959 to 1962, he was a Deputy Attorney General for the State Department of Justice in Los Angeles. He then served as the General Counsel and Vice Chancellor for California State University and Colleges (now known as California State University) in Los Angeles from 1962 to 1975.
