W. Turney Fox was born on November 5, 1892, in Sevierville, Tennessee, and passed away on January 3, 1969, in Glendale, California.

In terms of education, Fox completed his Juris Doctor (J.D.) from the University of Chicago Law School in 1920. Prior to that, he received his Master of Arts (A.M.) in 1914 and Bachelor of Arts (A.B.) in 1913, both from Carson-Newman College. He was admitted to the State Bar in September 1922.

Fox had a significant judicial career. He served as the Presiding Justice of the California Court of Appeal, Second Appellate District, Division 2, from February 7, 1958, to September 16, 1964. Before that, he was an Associate Justice at the same court from February 6, 1952, to February 7, 1958. He also served as a Judge at the Los Angeles Superior Court from March 21, 1932, to February 6, 1952, after being appointed by Governor James Rolph, Jr.

In addition to his judicial experience, Fox also had a diverse professional background. He worked as an Assistant City Attorney in Los Angeles from 1929 to 1932. He was a Director at the Metropolitan Water District from 1928 to 1931. He served as the City Attorney in Glendale, California, from 1927 to 1929. He was a Professor of Law at the University of Southern California from 1924 to 1927. He also had private practices in Los Angeles from 1923 to 1924 and in Salt Lake City, Utah, from 1920 to 1922. Furthermore, he was a member of the Judicial Council from 1948 to 1950.
