Wheaton A. Gray was born on October 10, 1853, in Fillmore County, Minnesota.

In terms of his education, he attended Iowa College in Grinnell, Iowa from 1870 to 1873. He then went on to study at Harvard University Law School from 1877 to 1878.

Gray was admitted to the State Bar, marking the start of his legal career.

His judicial experience is extensive. He served as a Judge in the Superior Court of Tulare County from 1892 to 1899, a position he was appointed to by Governor Markham. He then moved on to become a Commissioner in the Supreme Court, a role he held from 1899 to April 10, 1905. His most notable position was as the Presiding Justice in the California Court of Appeal, Second Appellate District, Division 1. He served in this role from April 10, 1905, to December 31, 1906.

In addition to his judicial roles, Gray also has a professional background in private practice. He was a member of Gray, Barker & Bowen and also practiced privately in Tulare County in 1891.
