California's appellate court system appoints attorneys to represent indigent clients. They must also demonstrate a commitment to high quality representation of indigent appellants and be willing to cooperate with the administrator. The Court of Appeal of the State of California, Fourth Appellate District, has ordered that in criminal appeals, counsel for the appellant is directed to review the record on appeal immediately on receiving it and, if necessary, to file any motion for augmentation of the record in compliance with California Rules of Court, rules 8.340(c) and 8.155 within 40 days or less of the filing of the record or the appointment order, whichever is later. Counsel should transmit exhibits pursuant to California Rule of Court, rule 8.224 and therefore not include exhibits in a motion to augment the record.

Consuelo "Connie" Maria Callahan is a Circuit Judge for the United States Court of Appeals, Ninth Circuit. She was appointed by Governor Wilson in 1996 and elevated to the Court of Appeals in 2003. She has held numerous other judicial positions, including Judge of the Superior Court in San Joaquin County, Commissioner of the Municipal Court in Stockton, and Justice Pro Tempore in the California Supreme Court. She has also been active in various legal organizations and has received many awards for her work. She has a law degree from the University of the Pacific McGeorge School of Law, a Master of Laws from the University of Virginia School of Law, and a Bachelor of Arts from Stanford University.
